Medicaid expansion could cost Arizona almost a billion dollars a year within a decade, a study by Health Systems Innovation Network and the National Center for Policy Analysis says. Even though the federal government will cover 100 percent of the expansion costs through 2016 and 90 percent after that, the groups say Medicaid enrollees will swell in number far above initial projections.
