NCPA Expert to Urge Congress: Extend Access to Health Insurance to All With Tax Credits

WASHINGTON, D.C. – Dr. John C. Goodman, Ph.D, president of the Dallas-based National Center for Policy Analysis, will deliver a "tax equity " message to the House Ways & Means Committee. Dr. Goodman's testimony will explain how the tax system could be restructured to encourage all Americans to purchase private health insurance.

The NCPA-proposed system of refundable tax credits, ranging from perhaps $800 per individual to $2,400 per family of four, would help to alleviate the growing number of uninsured. To finance health care for those who elect to remain uninsured, unclaimed tax credits would be turned over to state and local governments to operate a safety net for the uninsured.

"Spending on health care for the uninsured already amounts to more than $1,000 for every uninsured person," according to Dr. Goodman. "The proposal would not increase government spending. It would create a more rational allocation of existing spending."
