Actions speak louder than words. Complex political wrangling accomplished passage of the Patient Protection and Affordable Care Act [PPACA] by Congress that was signed into law on March 23, 2010. However, the Democratic controlled Congress has not shown the same will to eliminate the Sustainable Growth Rate [SGR] formula that has been a chronic problem for physician reimbursement with Medicare and TRICARE.

Robert Sade, M.D. is a native of Boston, received his BA degree from Wesleyan University in 1959, and his MD degree from Columbia University College of Physicians and Surgeons in 1963. She has written many articles and books in the fields of governance, health care, and nonprofit organizations. She is currently researching the transformation of the American health care industry and oversight issues.
David Gratzer, M.D. is a physician and writer. He is the author of Code Blue: Reviving Canada's Health Care System (ECW Press, 1999), which was awarded the $25,000 Donner Prize for best Canadian public policy book in 2000. Code Blue is now in its fifth printing. He is also the editor of Better Medicine: Reforming Canadian Health Care (ECW Press, 2002). Dr. Gratzer is a senior fellow at the Manhattan Institute's Center for Medical Progress.
John R. Graham is a Senior Fellow at the Independent Institute as well as NCPA. As an expert on individual choice and limited government control over medicine, Graham speaks frequently on health reform on radio and television, and at meetings in the United States, Canada, and Europe.
Dr. Robert F. Graboyes is an NCPA senior fellow and Senior Research Fellow at the Mercatus Center at George Mason University in Arlington, VA. His work focuses on federal and state health care policy and on technological innovation in health care. He is also an adjunct Associate Professor of health economics at Virginia Commonwealth University, the University of Virginia, George Mason University, and the George Washington University.
Linda Gorman, Ph.D. is director of the Health Policy Center at the Independence Institute, a free market think tank in Golden, Colorado. A former academic economist, she now focuses on state health care issues.
Prior to becoming a Senior Fellow, Cannon served as director of government affairs, managing the NCPA's Washington, D.C. office, including representing the organization before the Bush administration, on Capitol Hill, and by serving as a liaison to other think tanks, trade groups and policy organizations.
Ronald E. Bachman, F.S.A., M.A.A.A. is a Principal at PricewaterhouseCoopers, L.L.P. He is the Atlanta Healthcare Leader for the Southeast Region of the Human Resource Services Practice. Mr. Bachman is an actuary with extensive experience in managed care strategy and financial modeling.
