To Roth or Not?

In 2006, the Roth 401(k) plan was introduced as an alternative to regular 401(k)s. Whereas contributions to regular 401(k)s are made with pretax dollars, Roth 401(k) contributions are made with after-tax dollars. When retirees withdraw their funds from regular 401(k)s, the contributions and accumulated earnings are taxable. But since taxes have already been paid on Roth contributions, all of the funds in the Roth account can be withdrawn tax-free. Which type of 401(k) is better?

Medicare Spending Across the Map

Though talk of fundamentally reforming Medicare has been limited lately, the baby boomers' imminent retirement and the continued rise in health care costs will force Medicare back to the forefront of upcoming policy discussions.

Medical Malpractice Reform

In theory, the right to sue should ensure that injured patients receive compensation, and the adversarial justice system should ensure that only patients who are harmed by negligence receive compensation. However, the evidence suggests that the reality is far different. According to the Harvard Medical Practice Study, the vast majority of all instances of malpractice never lead to a lawsuit; of the suits that are filed, a significant number do not involve malpractice; and juries do not always make the right decisions.

Goodman Health Plan

To confront America's health care crisis, we do not need more spending, more regulations or more bureaucracy. We do need people, however, including every doctor and every patient. All 300 million Americans must be free to use their intelligence, their creativity and their innovative ability to make the changes needed to create access to low-cost, high-quality health care.

The High Cost of Failing to Reform Public Education in Texas

This study documents the public costs of high school dropouts in Texas and examines how school choice could provide large public benefi ts by increasing graduation rates in Texas public schools. It calculates the annual cost of high school dropouts in Texas caused by reduced tax revenue, increased Medicaid costs and increased incarceration costs. It then examines how competition from private schools already raises public school graduation rates and calculates the dollar value of the public benefi ts that would follow from increasing Texas's public school graduation rates by enacting even a modest school choice program.
